— 每月一期，掌握政策脉动 —

过去一个月（2021年11月1日至2021年11月30日）内，中文维基百科之重要人事及政策变动大致如下，个别项目基本依变动或施行时间先后排序：

方针与指引重要变动：重大的方针与指引修订。过去一个月内，互助客栈方针区共有方针与指引相关新提案29项，另有12项方针与指引相关提案获得通过：

1. 《可靠来源布告板评级指引》：取消“非常可靠”评级，并将“无共识”评级自“半可靠”评级中分拆。（讨论记录）
2. 《关注度指引（组织）》：微调〈教育机构〉一节内容，移除重复适用之项目。（讨论记录）
3. 《签名指引》：禁止在签名中宣传评选、添加回车符或换行符，以及利用模板等语法绕过系统对签名之限制。此外，亦不能在签名保存编辑后残留任何可以再次被替换引用或他人再次编辑该页后会发生变化的符号、魔术字、模板或其他语法。（讨论记录）
4. 《讨论页指引》暨《用户页指引》：修订前者〈用户讨论页〉一节，阐明允许移除整串讨论，但不允许移除讨论中无不当内容之个别留言；后者相应修订。（讨论记录）
5. 《一级行政区道路特殊收录限制列表》：调整表格用词，避免指定特定国家之一级行政区公路为某级行政区公路。（讨论记录）
6. 《共识方针》：重写〈提案讨论及公示时间〉一节内容，明确“新留言”之定义，并要求公示时同时在公告栏进行宣告。（讨论记录）
7. 《关注度指引（人物）》：移除或修订定义含糊或其他关注度指引能够涵盖的内容。（讨论记录）
8. 《有偿编辑方针》：收紧对于有偿编辑者编辑形式之限制。（讨论记录）
9. 《管理员方针》暨《行政员方针》：经社群讨论通过，设立管理员复任制度，在特定情况下允许管理员经审核复任。（讨论记录）
10. 《字词转换处理指引》暨《地区词处理指引》：撤销2011年错误移除指引模板之操作，实质恢复二者之指引地位。（讨论记录）

其他方针与指引杂项修订，包括未于互助客栈方针区讨论而进行之小修改、方针与指引之相应修订或事实性修订等。请核查此等修订，若有需要，可提案至互助客栈方针区复议。

  • Getting the Wikidata:Mismatch Finder ready for release. Focusing on adding statistics.
  • Fixed an issue where statement editing was broken in some older browser (phab:T298001)
  • Made it so that grammatical features on a Form of a Lexeme can be ordered consistently across all Lexemes (phab:T232557)
  • Working on an issue where changes from Wikidata don't get sent to the other wikis for the initial adding of the sitelink to an Item (phab:T233520)

关于理事会选举的反馈意见征求现已开放，并将在2022年2月7日结束。

对于本次反馈意见征求，运动策略与治理团队采取了一种不同的做法，纳入了2021年的社群反馈。本次反馈征求并非以提案为主导，而是围绕理事会所提出的关键问题做讨论。这些问题来自于对2021年理事会选举的反馈。本次反馈征求旨在激发社群就这些关键问题进行集体对话和协作提案的发展。

有两个已经确定询问的问题：

各位好，

在进行是否实行SecurePoll的投票进行后，本人在SecurePoll的系统中发现了一个可能会影响投票安全性的问题。

该问题已向基金会使用phabricator报告。该任务也被公开于右侧。

可惜的是，该报告（以及该问题）本身被视为一个影响投票保密性的问题，故此本人无法公开该问题的复制过程（Steps to reproduce the issue）。我只能够提供下列的资讯：

1. 该问题并不影响任何人投票的选项（以及其保密性）。任何用户的投票内容仍然是保密的。
2. 该问题并没有泄漏投票者的CU data（也就是，您投票时的技术数据并没有泄漏）
3. 该问题让任何用户都能够获得他们本身正常使用该系统时不会获取的资讯
4. 该问题能够在尚未登入任何系统的情况下重现（无论你是否登入选举系统／任何维基媒体账号）

我亦被告知，该任务因其内容的特殊性而需要长期被保密。

我建议在该漏洞修复前不应举行使用SecurePoll的选举。

大家好，

由于此问题的特性，我无法预测该问题会何时被修复。另外 @魔琴，此问题是修另一个问题的时候疑似遗漏忘了修的问题。至于是否全域停用，我就不清楚，但是我无法得知该漏洞是否已被他人使用（i.e. appear in the wild）。

另外，基于本人快开学的缘故，本人可能会放一个短的维基假期。

基于本问题已被证实确实存在（i.e.可以搞一个CVE的漏洞了），而本人又无法及时向社群交代该问题的影响/修复程度，本人已添加若干位社群信任且已签署《非公开信息保密协议》的用户以让他们阅览该任务。当然，我无法得知他们会否更新此通知。--1233 （T / C） 2022年1月9日 (日) 15:31 (UTC)

“安全相关的Bug”——大家可能还不知道，在接近3年的时间里面（2018年到2021年12月），任何用户（包括IP用户）都可以通过某种方法编辑任意页面（包括首页等被保护的页面，和MediaWiki:Common.js）；在接近8年的时间里面（从2013年开始），任何用户可以看到任何私密wiki（例如checkuserwiki）中的所有未删除历史版本。参见mw:2021-12_security_release/FAQ。--GZWDer（留言） 2022年1月16日 (日) 18:35 (UTC)

理事会选举征求反馈的问题：关于自治体的角色

大家好，

感谢所有已参与理事会反馈意见征求的人。运动策略和治理团队之前有提到另一个问题仍在讨论中。现在我们宣布最后一个关键问题：

自治体应如何参加选举？

自治体是维基媒体运动重要的组成部分。原定于今年补上的两个理事会席位在2019年已透过自治体推举理事会席位流程补上。章程的更改移除了社群席位和自治体席位之间的区别。因此就留下了一个重要的问题：自治体应如何在新席位选择上参与？

从某种意义上说，这个问题的范围很广，答案可能不仅涉及提到的两个席位，还涉及其他社群和自治体推举的席位。理事会希望找到一种方法，既可以让自治体参与并给他们实际代理权，也能在选择具有顶尖技能、经验、多样性和广泛社群支持的人员方面将结果优化。

我们邀请每个人分享提案并加入征求反馈页面上的对话。

由于第三个问题添加较晚，反馈意见的征求将延长至二月十六日。

  • Continuing work on adding the mul language code for labels, descriptions and aliases. (phab:T297393)
  • Enabled statement usage tracking for Cebuano, Armenian and Warai Warai to ensure fine-grained notifications about edits on Wikidata on those Wikipedias (phab:T296383, phab:T296382, phab:T296384)
  • Continuing work on fixing a bug where Wikidata changes do not get sent to Wikipedia and co for the first sitelink adding leading to missing information in the page_props table (phab:T233520)
  • Continuing work on making sure the Wikidata search box works with the new Vector skin improvements (phab:T296202)
  • Mismatch Finder: Debugging some issues with the first files we got with mismatches that we can load into the Mismatch Finder
