政府网站资料开放宣告 一、授权方式及范围 为利各界广为利用网站资料，交通部铁道局网站上刊载之所有资料与素材，其得受著作权保护之范围，以无偿、非专属，得再授权之方式提供公众使用，使用者得不限时间及地域，重制、改作、编辑、公开传输或为其他方式之利用，开发各种产品或服务（简称加值衍生物），此一授权行为不会嗣后撤回，使用者亦无须取得本机关之书面或其他方式授权；然使用时，应注明出处。

二、相关事项说明 (一) 本授权范围仅及于著作权保护之范围，不及于其他知识产权利，包括但不限于专利、商标、及机关标志之提供。

(二)当事人自行公开或依法令公开之个人资料是否得被搜集、处理及利用，使用者须自行依照个人资料保护法之相关规定，规划并执行法律要求之相应措施。

(三)部分的影音、图像、乐谱、专人专案撰文或其他著作，经机关特别声明须经同意方可使用者。

三、 应注意不得侵害第三人之著作人格权(包括姓名表示权及禁止不当变更权)。 四、使用本授权提供之资料与素材，不得恶意变更其相关资讯，若利用后所展示之资讯与原资料与素材不符，使用者须自负民事、刑事上之法律责任。 五、本网站之授权，并不授予使用者代 表本机关建议、认可或赞同其加值衍生物之地位。

英译版"Government Website Open Information Announcement " I.Authorization Method & Scope In order to facilitate the public to better utilize the website information, all of Railway Bureau, MOTC's publicly posted information and materials that are protected under copyright provisions may be reauthorized for public use without cost in a non-exclusive manner. 高铁延伸屏东的 "缘起" 段落，是否可以提到谁最早提出建议的？目前该段落所列的都是2019年的发言，以及2018年的屏东灯会，对于不熟此议题的人，看到这里有可能会误以为这是这一两年才有人提出的想法。
