一旦英國脫歐導致英國在法律基礎上實際上脫離歐盟，將為西班牙增加5個席位。因此目前有的54席位將在新一屆歐洲議會開會時就職，其後面5位「落選者」，於英國脫離歐盟後就職。

本次選舉延續2019年西班牙大選的局勢，總理佩德羅·桑切斯的西班牙工人社會黨（PSOE）獲得了壓倒性的勝利 - 以及該黨在15年的歐洲議會選舉中的首次勝利，同時何塞·博雷利·丰特列斯作為其主要候選人 - 獲得32.8％的選票和20個席位，這使其成為社會黨和民主黨進步聯盟中最大的國家代表團。同時，反對黨人民黨在歐洲議會選舉中遭遇嚴重打擊並取得了有史以來最差的成績，但在大選比較狀況略有改善，獲得20.1％的選票和12個席位。公民－公民黨（CS），其中已整合聯盟、進步和民主其名單內提前大選，成為該國的第三大黨派，但12.2％和7個席位也只稍稍2014年在組合的CS-UPyD結果略為提高。

選舉制度

以全國為一個選區採比例代表制選出。根據“里斯本條約”分配給西班牙的54個歐洲議會成員使用漢狄法和封閉式名單比例代表選舉產生，沒有設置選舉門檻以便有權進入席位分配。

選舉法規定，允許黨派、政黨聯盟、聯盟和選民分組提出一份候選人名單。[3]
